Disk accessible by Safely Remove Hardware but not otherwise

Honestly, I'm not sure I'm doing this right...

I have relatively new WD External Hard drive that "Safely Remove Hardware" can see but not the My Computer or Windows Explorer. Any help you can give would be greatly appreciated!!
I get "MBR Read Error on disk 1" when trying to create the log file and "Disk 1 can not be accessed".

Here the files I created. I also ran what I could on the Toshiba Portege Hard Drive and it said Errors. Any advice on that hard drive would be appreciated too. (these are all the files that got stored. If I need to do more please let me know)...Again...THANKS!!
