New to this disk stuff understand nothing. Will DiskPatch test for errors an whole disk encrypted 2 drive Raid0 Array with NTFS and Fat32 partitions from a DiskPatch bootable cd? Will it load before the encryption window and operating system load? Will it work on drives that are wiped. What does it mean when the health of drive  is less then 100%, can it be fixed? Does DiskPatch take the place of the "scan for and attempt recovery of bad sectors" part of Windows ScanDisk ? Have Windows XP Pro SP2 32 bit on intel 4. Thank You for Info..

Please don't mix mailing and posting, it's considered rude. Especially after having received replies already.
Now, on to the rest:

Yes, but it somewhat depends on the encryption method (as I explained in the reply email).

That depends on what you want to do, but yes.

What does it mean when the health of drive  is less then 100%
It means the physical state of the disk is deteriorating and the disk needs to be replaced.

can it be fixed?
Sometimes, depending on the problem type. Sometimes read errors can be "fixed" but some data loss is to expected. If the disk is failing mechanically the only option left is to replace it.

In a way but DiskPatch improves on Scandisk in many many ways. Scandisk is actually quite useless when compared to what DiskPatch does, in terms of analyzing and/or repairing a hard disk's surface. Scandisk is esentially only good for repairing file system structures (something DiskPatch doesn't do) but at the expense of data.
